This was as the House on Wednesday task the federal and state authorities to adopt urgent control measures to mitigate the impact of looming flood disasters in 22 states, including the Federal Capital Territory (FCT).

This resolution followed the adoption of a motion of urgent public importance moved by Hon. Oluwaseun Whingan, who represents Badagry Federal Constituency, Lagos State.

In the motion titled, “Urgent Need for Precautionary Measures to Mitigate Predicted Flood Risks in 22 States and the FCT,” Whingan referenced a report published on October 14, 2024, by The PUNCH, which cited the National Flood Early Warning Systems Centre under the Federal Ministry of Environment. The report predicted five days of heavy rainfall likely to trigger severe flooding in the affected areas.

Hon. Whingan stressed the vulnerability of communities along major flood plains, including those near the Donga, Benue, and Ogun Rivers, spanning states such as Osun, Delta, Cross River, Anambra, Taraba, Nasarawa, and Kebbi.

“The predicted heavy rainfall and resulting floods could have devastating impacts on vulnerable communities, leading to displacement, loss of property, destruction of infrastructure, and potential loss of lives if adequate precautionary mechanisms are not put in place,” he warned.

Expressing concern about the inadequacy of proactive measures, Whingan noted the need for timely evacuations, provision of temporary shelters, and support systems for communities at risk.

He further noted the ongoing challenges posed by flooding in Nigeria, exacerbated by inadequate drainage systems, lack of preparedness, and insufficient coordination among disaster management agencies.

During the plenary, the motion received overwhelming support from House members, who echoed the call for swift action.

Subsequently, the House resolved to urge the Federal Ministry of Environment and state governments to activate evacuation protocols for high-risk communities.

The lawmakers emphasized the importance of temporary shelters, medical assistance, and other support services for those affected.

Additionally, the House summoned key agencies, including the Federal Ministry of Environment, the National Emergency Management Agency (NEMA), and the Hydrological Services Agency, to appear before it.

These agencies are expected to present comprehensive plans detailing the precautionary measures in place to protect lives and property in the predicted flood zones.

The House also requested the Federal Ministries of Works, Housing, and Water Resources to immediately assess drainage systems and waterways in flood-prone areas, removing blockages that could worsen flood impacts.

Lawmakers further directed the Federal Government, through relevant ministries and agencies, to work closely with state governments to strengthen disaster preparedness and expedite the deployment of rescue teams, relief materials, and medical aid where necessary.

To ensure sustained monitoring and recovery efforts, the House mandated its Committees on Environment, Emergency and Disaster Preparedness, and Water Resources to oversee post-flood rehabilitation activities.

The committees were tasked with ensuring that affected communities receive long-term support, particularly in rebuilding damaged infrastructure and restoring livelihoods.
