The Blues have made an impressive start under Maresca and go into this weekend’s games in fourth place.
Liverpool occupy top spot, while City and Arsenal are level on 14 points.
But Maresca has said the teams that finished in the top two spots in the last two seasons are the standard.
He said: “I really don’t think we can compete with City and Arsenal. [Man] City worked with same manager for nine years, Arsenal for five years. If you want to compete, you need that time.
“It’s a huge difference. I am convinced we cannot compete. The target is to improve and to slowly get close. We are not in this moment ready for that.
“You can continue to improve but at the end, the more time you are together, the better it is.”
